The research is devoted to the possibility of using public-private partnership as a tool for implementing the social responsibility of the state and corporations in difficult economic conditions. Theoretical approaches to solve the problem of implementing the functions of generating social and mixed benefits have been developed. Mechanisms similar to market mechanisms in open market economic systems were haken into account.The article may be useful to specialists in public administration, public-private partnership, graduate students and undergraduates of economic and managerial sciences.

Assessing the development performance of the socio-economic system of the Republic of Belarus
Resumo
This article solves the scientific problem of increasing the efficiency of innovation activity by improving the system of strategic planning and forecasting of socio-economic development. It is proposed to introduce an additional forecasting tool: a predictive assessment of the socio-economic system performance. This will allow identifying problem areas of economic development in the process of achieving forecast indicators. A methodology for calculating the socio-economic system performance is proposed. The methodology is based on an approximation to the reference value. The author defines the criteria (achievement and development) that serve as a justification for the selection of indicators and the selection of reference values. On the example of the Republic of Belarus, the development performance of the socio-economic system is determined. It is interpreted as the degree of achievement of the "plan-result" tasks set. Using the geometric mean method, the indicators are calculated; and the index of the effectiveness of the socio-economic system of the Republic of Belarus is determined. A positive forecast about the possibility of achieving the targets reflected in the program documents of the Republic of Belarus is made. Emphasis is placed on the low level of domestic RD expenditure, which, in the author's view, can reduce the efficiency of innovation activities and, consequently, GDP growth rates.

Interrelationship of welfare and well-being dimensions from a regional perspective
Resumo
The article deals with the problems of individual parameters of welfare and well-being at the regional level. The relevance of this research is related to the main guidelines for sustainable development, as well as significant processes and phenomena in recent years: the coronavirus pandemic and the sanctions impact on the Russian economy.The author's approach to modeling the parameter of the welfare depending on the indicators of well-being was formed. The elements of scientific novelty include the obtained modeling tools, as well as the identification of individual features of territorial development.The implementation of the author's approach makes it possible to solve individual tasks of planning the social and demographic development of the subjects of the Federation, as well as the inclusion of individual territorial features in the future.As a result, national-level models, as well as eight significant regional models were obtained. The existence of a relationship between individual parameters of welfare and well-being was proved. Regional peculiarities of these processes were revealed.This research can be used in the future by researchers and representatives of state and municipal authorities for planning and analyzing social and demographic regional and national processes.

Concept of regional agglomeration policy
Resumo
The article shows the growing role of regional agglomeration policy, which is increasingly asserting itself in federal and regional documents, but still has a fragmented development. It is the agglomeration policy that, in the current era of urbanization, can create conditions for the integrated balanced development of the region in terms of the distribution of resources, population and capital funds in spatial and sectoral aspects. The phenomenon of agglomeration and agglomeration effects is revealed. The genesis of the agglomeration policy is presented. The place of the agglomeration development policy in the general economic policy is shown; and its content is revealed. The regional aspect of the agglomeration development policy is discussed. As a result, its principles are formulated; and the types of agglomeration policy are disclosed. A feature of the concept of regional agglomeration policy proposed in the article is a clear emphasis on maximizing positive agglomeration effects and minimizing deagglomeration effects. It is noted that the implementation of the agglomeration development policy is necessary to organize systematic work on the management of agglomeration processes in the region. It will contribute to increasing the stability of the regional economy and accelerating the pace of its development.

Value-based management of the territory brand
Resumo
The article is devoted to substantiating the approach to brand management of the territory based on perceived and broadcast values.The results of the theoretical and applied research conducted by a group of authors on the understanding of the territory brand from the perspective of a value-based approach are presented. The historical and theoretical interpretation of the territory brand is substantiated. Various aspects of value management of this object are revealed. The authors have formed a list of values necessary for implementation in the Tyumen region in order for the desired image of the territory to be accepted by the population and stakeholders.The scientific problem of determining the influence of formed values on the perception of the territory brand by the population and stakeholders is being solved. The following hypothesis is put forward: successful brand management of territories is possible on the basis of reference values.The article will be of interest to specialists in the field of regional management, marketers dealing with problems of territorial marketing and branding, scientists in the field of regional economics and political scientists.

The economic potential of the region: problems and prospects for the development of small and medium-sized businesses
Resumo
Small and medium-sized businesses determine the level of socio-economic development of the Khanty-Mansiysk Autonomous Okrug-Yugra and, in particular the city of Nizhnevartovsk. The analysis of the main economic indicators of small and medium-sized businesses was carried out. The negative dynamics caused by the influence of external factors was revealed. The problem of reducing the number of small and medium-sized businesses and, as a consequence, a reduction in job numbers was identified. The study of factors affecting the growth and development of small and medium-sized businesses allowed to correlate the effectiveness of the process of entrepreneurship development and the direction of factors' influence. The measures taken by the state support, investments in the opening of new businesses and the remote format of work contributed to the restoration of entrepreneurial potential and ensured the growth of the main economic indicators. In turn, the growth and development of small and medium-sized businesses is a strategic direction that determines the sustainable development of the northern territory. The results of the study will be of interest to representatives of the federal and regional levels of government, whose activities determine the level and conditions of entrepreneurship development, managers and specialists of small and medium-sized businesses.

The concept of sustainable competitiveness of industrial clusters in Russia: the main provisions

Industrial clusters are an important link in the innovative development of the economy, providing favorable conditions for the implementation of projects that comply with the principles of socio-ecological and economic sustainability and the challenges of the Forth Industrial Revolution. In this regard, the relevance and importance of the concept of clusters' sustainable competitiveness in the non-resource sector of the Russian industry, developing the mechanisms of cluster policy and taking into account the priorities of sustainable development, digital transformation and import substitution, increases. The key factors of clusters' successful creation and sustainable development, tasks and priorities of sustainable competitiveness of industrial clusters, strategies and mechanisms of cluster development regulation are considered. Topical factors of strategic industrial competitiveness of the constituent entities of the Russian Federation in the new environment

This article studies the significant factors of strategic industrial competitiveness of the constituent entities of the Russian Federation that are significant in the context of economic shocks. Based on the ranking of expert assessments, the authors conducted a factor analysis of the strategic competitiveness of the region's industry from the perspective of economic levels. Namely, the factors of micro, meso, macro and mega environments are identified and evaluated. Quantitative estimates and ranking of expert opinions are given. They allow to formulate the problem field of developing measures to improve the strategic competitiveness of the region's industry.

Subjects of industrial policy: essence and composition in modern Russia
Resumo
This article is aimed at revealing the essence of the category "subjects of industrial policy", as well as the characteristics of their composition in modern Russia. In this regard, the theoretical aspects of the category under study are characterized; its structure is determined. Depending on the existing model and mechanisms for the implementation of industrial policy, the mobility of the subject architecture is determined. In connection with the change of the long-term priority of economic development, the most important trends of the ongoing changes are described. In the existing realities, it is the achievement of real technological sovereignty, as well as the transition to a network industrial policy based on digital technology and platform solutions. At the end of the article, a comprehensive description of the subject structure of the domestic industrial policy is given. A map of its composition with characteristics of key participants is suggested.

Russia's energy sector: an economic dimension
Resumo
The energy sector of the national economy is a global cluster of industrial development and public consumption. Despite the objective difficulties, the electric power industry is the basis for the entire industrial and social development of the state. It is a stable and dynamic component of the Russian economy, providing about 3% of GDP annually. The indicators on the total volume of fuel production in Russia in 2020 and indicators of electricity produced in 2021 by districts of Russia are presented in this research. The calculation of the Price to Book Value indicator of the investment attractiveness of individual largest companies of the energy industry was conducted. A model of increasing the efficiency of energy companies is presented.The article is aimed at representatives of the scientific community. It will also be of interest to representatives of medium and large businesses.

Development of the constructional materials production in foreign practice
Resumo
The current stage of economic development requires decisive changes to ensure high performance of the world economy in the context of global economic development. The results of theoretical research and analysis of the situation in the constructional materials industry demonstrate the complexity and versatility of the problems. In this article, the foreign experience of the development of the constructional materials production, as well as the possibility of its application at the companies of the Donetsk People's Republic is considered. The application of foreign experience to the development of the constructional materials production will serve as an incentive for a significant expansion of scientific and technical cooperation with partner companies, will eliminate technical barriers to trade, and will also allow to have high-quality and competitive constructional materials for the implementation of socio-economic development of the region and the state. Trends in the development of the constructional materials production in foreign practice are considered.

Improving solid waste management in an intersectoral circular economy planning
Resumo
In the context of the transition from a linear economy to a circular model, it is important to improve approaches to intersectoral planning of economic activity in the context of sustainable development. In this regard, the aim of the study is to improve existing approaches to intersectoral planning of the circular economy based on foreign experience and domestic practice to calculate the degree of transition to a circular economy. The following research methods were used: analysis of approaches to intersectoral planning, development of indicators in solid municipal waste management, modeling, etc. As a result, based on the dual reflection of line and circular economy accounting registers, a modified methodological approach to intersectoral planning is proposed. A calculation model containing complex indicators for the corresponding funds in the context of "linear economy" and "circular economy" is proposed. The results of the study and the proposed methodological approach can be adapted to assess the development potential of the circular economy, economic planning, forecasting, and the development of appropriate programs to stimulate the development of closed-cycle economic sectors.

Economic justification of the territorial location and industry specialisation of the regional agro-industrial complex
Resumo
The results of the assessment of the territorial location and zonal specialization of grain production in the Omsk region are presented. The theoretical aspects of the spatial location of the regional agricultural sector are considered. The main factors of the agricultural territory development that ensure the formation of local zones of agricultural production are identified. The authors' methodology for determining the effectiveness of the actual placement of agricultural crops has been developed; individual efficiency indices have been proposed. These indices characterize the natural and cost indicators of production. An assessment of the efficiency of grain production allocation is carried out. The example of the most important crop, wheat, is used.The grouping of municipal districts in the region according to the level of wheat grain production efficiency was carried out. Based on the grouping, a cartogram of the Omsk region is constructed, where the areas of wheat grain production are displayed, indicating the areas of highly efficient agricultural production. The economic efficiency of transforming the territorial location of wheat production is determined.Funding:The study was carried out within the framework of the state task of the Ministry of Agriculture of the Russian Federation.

The need to optimize the national agricultural insurance system in the face of growing climate risks
Resumo
The article is devoted to the analysis of the climate risk insurance system in the agro-industrial sector in Russia. The authors note a significant increase in the level of climate risks in recent years, which is a consequence of global climate transformations.Based on the analysis of insurance payments to agricultural enterprises and the existing structure of the agricultural insurance system, the authors conclude that it is necessary to further optimize it, preferably using non-market instruments, due to significant distortion of market signals associated with foreign economic circumstances.The research is addressed to researchers-economists, graduate students and students of economics, as well as practitioners of the public administration system.

Economic activity in agribusiness as an essential link in specialised management

The article reflects the particularities of economic activity as the most important part of the management system in agribusiness. Its role and peculiarities in today's business environment and external challenges are shown. Economic activity is presented from the position of management functions. These functions are as follows: forecasting, production and economic planning, material stimulation, accounting and statistical accounting, control and auditing, analysis of financial and economic activity. Conclusions about invariable structure of management economic functions, which are filled with the new contents depending on arising changes of market mechanisms, are drawn.

Improving the management of innovation development of regional television broadcasters amidst digital transformation

The introduction of digital technology in the television industry leads to the transformation of the managerial functions of television managers, to structural and functional changes, to the introduction of innovative forms and methods of television production and broadcasting management, and to the development of new management strategies. Amidst digital transformation of the television industry, the problem of improving innovation management becomes particularly relevant. The author has updated the role of regional television in the social and information structure of the region. The system of innovation management in regional television companies has been studied. The problems of innovative development of regional TV companies are systematized.Strategies and objectives for improving the management of innovation development of regional television companies were structured. The results of the study may be of interest to public authorities, heads of regional television companies, media researchers, undergraduate and graduate students, as well as a wide range of interested readers. Sustainability indicators for companies in the hospitality industry
Resumo
Interest in sustainable development has grown a lot recently. The place of a region or industry in the sustainable development ranking is one of the indicators of the level of the economy and reflects the availability and attractiveness for investment. Despite this, the indicators of sustainable development of economic sectors and individual companies have not yet been properly studied and structured. A large number of contradictions in the hospitality industry are observed. This is characterized by the presence of small and medium-sized enterprises for which individual indicators cannot be calculated. The article solves the problem of the discrepancy between the indicators of sustainable development of individual companies and the hospitality industry as a whole, as well as the insufficient completeness of sustainable development indicators. In the article, additional groups of indicators (managerial and informational ones) for the main groups of sustainable development indicators (economic, social and environmental ones) are proposed. The authors insist that the indicators of sustainable development of the hospitality industry should be harmonized with the indicators of each specific enterprise.The substantiated provisions can be used for further scientific research within the framework of these concepts of sustainable development management in the hospitality industry. Proposals on the allocation of groups of sustainable development indicators of hospitality industry companies can be used in the practice of managing small and medium-sized enterprises focused on sustainable development in the long term and in the implementation of educational programs in the field of tourism and hospitality.

Marketing communications in the hospitality industry in a turbulent national economy

In the new reality, manufacturers and sellers have, on the one hand, to implement marketing communications in a new way, on the other hand, to look for new tools for their implementation. The hospitality industry and the hotel business are in an ambiguous position. Along with the threats that have arisen, there are great opportunities for development due to the expansion of domestic tourism and state support for the industry. This study allows to understand the current state and identify ways to combine traditional marketing communications with information technologies and artificial intelligence systems, as well as the formation of personnel competencies necessary to achieve strategic superiority.

Development of the advertising agency of the future

A new system of criteria to evaluate the effective activity of an advertising producer from the advertiser's point of view is proposed. Within the framework of determining the effective activity of an advertising producer, a number of indices are proposed. They are as follows: image index, communication index, professional index, market index and marketing index. Based on the indices, the authors' model of the "advertising agency of the future" is proposed. The model consists in determining the level of the advertising producer's efficiency and the tasks of increasing its competitiveness.

Staff training in a modern organization: focus on digitalization

The article is devoted to the study of personnel training in modern companies of various industry amidst digitalization. The relevance of this topic is determined by the need to identify advanced educational practices, their further development and replication in order to ensure business efficiency through the sustainability of the system for the formation of highly qualified personnel.The conclusion about the digital transformation of corporate personnel training is made.The digital transformation gained momentum during the COVID-19 pandemic and does not slow down in the post-pandemic world. In connection with the active ICT development and the remote form of employment, the entry into the labor market of new generations of employees, the key components of the didactic concept of personnel training are changing. They are as follows: methods of organization, methods, means, content and management tools. The main trends in the development of corporate personnel training in Russia are outlined. Prospects for the development of corporate personnel training in a digital environment are given.The article is of practical interest, since the results of the study can be used by the administration and HR services in order to develop and implement policies and programs for the development of human capital.

Reputational capital indicators of leading international companies

The relevance of the topic under study lies, first of all, in the fact that today we live in an era when the principles that a company adheres to in its activity are more important than products. Transparency in doing business, adherence to the principle of openness and participation in solving social problems are of key importance. This year, it has become more difficult for companies to get into the top 100 reputational leaders.The authors focus on the changing situation in assessing the company's reputation. The requirements of both consumers and stakeholders and the organization's own staff are increasing.The features of the analysis of the leading international companies' indicators and the development of their reputational capital are highlighted.The study identified several common drivers for the formation and development of the organization's reputational capital.

Current approaches to minimising the risks of corporate financial reporting fraud

Falsification and misstatements in financial statements in the field of corporate fraud is one of the key problems of accounting and financial accounting both in Russia and abroad. It entails risks for management, contractors and investors. As a rule, decisions made by the management of an organization regarding the further development of the company, its partner relationships with customers, investors and creditors depend on how reliable and accurate the information provided in its accounting statements is. Accounting statements are the main source of information about companies main financial indicators. Due to the credibility of the financial statements, effective financial management processes and financial stability of the organization are ensured. The authors consider the main ways of misstatements in financial statements. The analysis of modern mechanisms and tools capable of minimizing falsification of financial statements is carried out.

The benefits of artificial intelligence and neural networks in the legal system of the Russian Federation
Resumo
The introduction of artificial intelligence and neural networks in the legal system of the Russian Federation can make it possible to take a developmental leap and increase trust in justice on the part of citizens. The introduction of artificial intelligence and neural networks into the legal system solves the problem of multiple interpretations of identical legal situations and will lead such interpretations to a common understanding. The scientific problem is the complexity of managing the legal system by traditional methods caused by the multiple increase in content and constant changes in the legislative framework.These problems need to be addressed as soon as possible. The rapid start is due to the fact that, like all end-to-end technology of the digital economy, artificial intelligence and neural networks can only be modified during the implementation process. It is impossible to expect a fully formed theoretical part that allows to move on to practical implementation. The risk of foreign software for the formation of a legal system using artificial intelligence and neural networks is quite high. Therefore, it requires the use of open source at the first stages and in the future the creation of a national system of knowledge formation. The article may be of interest to experts in the field of artificial intelligence, researchers and creators of neural networks, managers engaged in strategic planning of legal relations. The author reveals the advantages of artificial intelligence and neural networks in the legal system of the Russian Federation, demonstrating the possibilities of automating legal processes.
