HR technologies to cater to civil service: science and practice
Abstract
Creative thinking, ability to work in the constantly changing environment, craving for the new – these are the crucial characteristics of contemporary specialist and policy maker. In the Year of Science and Technology educational institutions should cast a critical eye at their real contribution to educating professionals adapted to realities of modern life. This task is a pivotal one for Moscow Metropolitan Governance Yury Luzhkov University, just because it trains executives for the Capital. The State has always had a vested interest in having the best of the crop working in its structures. Nowadays Big Data analysis methods help seek out the best among the candidates. To attract the superior talent it is necessary to competently choose the tests for the choice to be efficient to the utmost extent possible. To attract young people to pursue a civil service career internships have been put in place by Moscow Government. To cater to the needs of the Capital’s governing agencies, “Moscow Government HR Services” project has long been available – the services working to attract and select new workers, to adapt, evaluate, retain and professionally develop personnel. A comprehensive approach to human resources training, recruitment and management in the interests of the Capital’s government bodies helps to shape the future of the metropolis.



The science of city management: best practices of MMGU
Abstract
The article seeks to analyze the best practices of applied research conducted by teachers, experts and students of Moscow Metropolitan Governance Yury Luzhkov University. Special emphasis is laid on the role of scientific knowledge in realization of higher and complementary education programs, as well as in mastering the state-of-the-art instruments of the city’s HR services. Active involvement of students into applied research and educational activities has long been the core aspect of the University’s work. The students also make part of the nationwide and international research projects. The article highlights the pathways of scientific support to priority HR projects run by the University in collaboration with the PR and Personnel Department of Moscow Government. By accumulating and integrating theoretic knowledge and applied research into educational products for executives and specialists Moscow Metropolitan Governance Yury Luzhkov University makes its contribution to Russian Capital’s most efficient city management.



Scientific technologies on the platform of modern higher education
Abstract
For 27 years Moscow Metropolitan Governance Yury Luzhkov University has been training executives capable of managing a modern city. At the close of 2021, the Year of Science and Technologies, a round table discussion took place, whereby Heads of the University Chairs and its leading professors took part. The discussions’ subject matter was modern science of city management and its practical application in various sectors of the urban economy of the City of Moscow. The round table materials summarized the participants’ ideas on prevailing trends in the city management and on the process of training specialists and managers for the Russian capital, considering the further development of digital technologies.

Moscow’s international ties: European development vector
Abstract
Moscow maintains international ties with the majority of nations around the globe – foreign capitals, city agglomerations, metropolitan and individual regions. From the historical perspective the key Russia’s capital’s partners have always been European states, while the major international cooperation thrust today is spearheaded at attracting investment and promotion of the Russian capital’s business to European markets. Moscow is actively positioning itself in the international arena by engaging in major thematic exhibitions, conferences and forums. Under the COVID-19 pandemic Moscow’s Government continues to carry on its interaction with foreign partners in online formats. There appeared new and thriving lines of international cooperation of Moscow in healthcare.

Youth career projects of Moscow Government
Abstract
Works have been under way for a decade aimed to develop and maintain a harmonious image of Moscow Government as a large up-to-date employer. The core goal of Youth Career Projects is to demonstrate capabilities accorded by this employer for career growth and personal development. “Team of Moscow” project has been put in place whereby heads of the Capital’s government agencies and experts mix with Moscow university students. Another platform for interaction with the young interested in effective career growth is the annual “Intern Picnic” initiative. “Career School” is a two weeks’ training filled with a large number of practical training tasks. This includes training, selection of best talent among students and graduates to send to the internships. The main thrust of Youth Career Projects is exactly the internship program itself. Over half of its graduates get immediate job offers. The Career League is a project for the development of internship graduates working in the Moscow Government and partner organizations. Youth Career Projects provide the city with high quality personnel – those interested in active development of the Capital metropolis.

Competencies of the future: what should civil servants be taught in the contemporary world
Abstract
Moscow Metropolitan Governance Yury Luzhkov University’s major task is to provide quality training of personnel that will manage the Capital. In the constantly changing world environment the important thing for a good specialist by far is not only up-to-date professional knowledge and skills. He/she is required to master universal competences, in fact-flexible skills allowing to adequately react to sudden changes in the immediate environment. The personnel training and development Department of Moscow Metropolitan Governance Yury Luzhkov University is busy engineering programs to assist state civil servants in mastering their managerial, individual performance acumen, keep up adaptability and productivity levels, the ability to swiftly attune to the changing tasks. Apart from the line of programs, master classes, strategic sessions, business games and simulations are being developed within the Department and prolific use of innovative training techniques including VR is standard practice.

Culture as seen through the lens of science
Abstract
In 2017 the First city scientific and practical conference “Social and cultural projecting in the City of Moscow: the leading tendencies and essential practices” was held at Moscow Metropolitan Governance Yury Luzhkov University. It has become a venue for exchange of advanced expertise of introducing social and cultural projects into cultural, educational and social security institutions of the Capital metropolis. The methodological basis of the scientific forum lies in the project works of the Chair of social and cultural disciplines and the history of law, realized jointly with the leading cultural institutions. By 2021 an expert community has formed on the basis of the conference comprising the Heads of the top-of-the-line Moscow’s organizations that elaborate comprehensive project solutions to help the city’s development. Its activities provide scientific and methodic support to project ideas, and are instrumental to the drawing up of the strategy of the Moscow metropolis cultural development.



Young researchers’ contest: caring for the city’s future
Abstract
Ever since 2017 Moscow Metropolitan Governance Yury Luzhkov University has been running with flying colors “Metropolis of the 21st century – a City to Live in” Contest of research and project papers, whereby schoolchildren and college students from Moscow and Moscow Region can participate. Each year young talent demonstrates their capabilities and motivation in research by generating applied research and socially meaningful projects in the field of city management and offering challenging ideas, which will eventually translate into new future city development programs. The contest papers’ subject matter is quite versatile: urban beautification, ecology, economy and industries, social and cultural projects, history of the native heath, digital technologies. Some projects are dedicated to societal changes with regard to the corona virus pandemic. One thing s tays on – that of high quality of the contest’s papers and scientific discussion going on at participants’ live presentations. The Contest is a truly meaningful annual events set up by the university with a special eye to the young talent.
