Aims and Scope

Articles published in the journal correspond to the nomenclature of scientific specialties of Higher Attestation Commission (VAK): 2.1.15. Safety of construction facilities (technical sciences); 2.10.1. Fire safety (technical and chemical sciences). The journal also publishes methodical and legal documents, orders and decrees of EMERCOM of Russia, as well as reviews, comments, reference materials etc.

Authors: scientists and practical experts, lecturers of leading Russian universities, applicants for scientific degrees, young professionals from Russia and other countries.

Readership of the journal: fire service managers and officers, researchers and practitioners in the field of fire safety, managers and specialists of enterprises producing fire-technical and fire-hazardous production and providing appropriate services, as well as the executives and specialists ensuring fire safety of enterprises for common industrial purpose, building and other organizations.

Peer Review Process

1. Papers submitted to the editorial staff of “Pozharnaya Bezopasnost’/Fire Safety” journal shall be subject to single-blind peer-review (the reviewer knows the authors of a paper, while the paper authors do not know who the reviewer is) with the objective of their expert assessment. At the same time, only previously unpublished papers corresponding to the subject of the journal and drawn up in strict compliance with the rules specified for authors by the editorial staff will bereviewed.
2. A representative of the editorial staff registers the received manuscript and passes it to the editor-in-chief for supervision. If assessed positively, it is forwarded to a reviewer (a specialist, Doctor or Candidate of Sciences, who is a recognized expert and has the publications on the subject of the reviewed material for the past 3 years). Within seven days the authors are informed that the article has been received and, if it completely complies with the editors’ requirements, forwarded for peer-review.
3. At the author's discretion an external review can be presented when submitting an article. This does not exclude the usual procedure of reviewing.
4. Time constraints for the procedure of reviewing shall be defined by the editor-in chief, individually for each case. Average review period is 1 (one) month.
5. The review covers the following issues:

• compliance of the paper content with the title, as well as with the profile of the journal;
• paper relevance (compliance with priority scientific directions and modern achievements in the field of fire safety);
• scientific novelty (originality in the task solutions);
• expediency of the article publication taking into account the coverage of this issue in modern scientific literature;
• consistency and coherence of material presentation, clarity of tables, diagrams, drawings as well as correctness of formulas;
• assessment of rigor and unambiguity of conclusions, their adequacy to the main provisions of the article as well as theoretical and practical significance of the material;
• quality of design taking into account the requirements of the editor;
• advantages and disadvantages of the paper, reasoned or controversial provisions, recommended corrections and additions on single issues or in general indicating the pages of the reviewed scientific material, as well as other aspects related to the structure and content of the article.

6. The reviewer makes a conclusion on the possibility of the paper publication indicating: “recommended”, “recommended after correcting the shortcomings identified by the reviewer”, or “not recommended”.
7. The paper which needs improvements in accordance with the reviewer’s comments shall be sent to the author. The period for making corrections is not more than 30 days.
8. The author may disagree with some reviewer’s comments. In this case, he has to give a reasoned answer to them.
9. Based on the results of the peer-review, the editors decide whether to publish or to decline the paper, and inform the author accordingly.
10. The improved paper is to be forwarded for another review.
11. If the article is declined, the editors shall send a refusal letter with grounds for refusal. The negative review is sent to the author by e-mail, fax or regular mail.
12. Review originals shall be kept in the editorial office for five years.
13. Materials of the sections: “Official Column”, “Fire Statistics” and “Information” are not subject to mandatory reviewing.

Publication Frequency

4 times a year, quarterly , the edition is 550 copies.

Open Access Policy

He journal pursues the policy of ensuring the maximum availability of published materials (public informing, including through the Internet) by placing electronic articles of the journal on websites of domestic and foreign electronic libraries and information bases. When using materials published in the journal “Fire Safety” in other publications it is obligatory to give the reference to the journal.

All copyrights of the article belong to its authors. The author transfers the rights to use the article to the journal publisher on the basis of a non-exclusive (simple) license. The transfer of rights is fixed by signing the license agreement. Exclusive rights to use the materials of the scientific-technical journal “Fire Safety” belong to FGBU VNIIPO EMERCOM of Russia. 

Editorial Policy

1. The editorial policy of the scientific-technical journal “Pozharnaya bezopasnost’/Fire Safety” (further – the journal) is based on modern legal requirements for copyright and the allied reate a scientific and information space reflecting the state of researches of domestic rights stated in the legislation of the Russian Federation. 
2. The publication’s academic concept is to c and foreign scientists in the field of fire safety.
3. The purposes of the journal are to develop international interaction in the considered sphere, to promote interdisciplinary research at the current world level as well as to expand the possibility of knowledge and professional experience exchange between researchers. 
4. The main objective of the journal is to distribute the information on scientific researches in the field of fire safety over the territory of the Russian Federation and abroad.
5. The subject-matter of the journal includes: information on the publication of new legal acts and regulations on fire safety, data on science achievements, technology, the best practices in the Russian Federation and foreign countries in the field of fire safety as well as fire statistics and other information.

Target audience includes fire service managers and officers, researchers and practitioners in the field of fire safety, managers and specialists of enterprises producing fire-technical and fire-hazardous production and providing appropriate services, as well as the executives and specialists ensuring fire safety of enterprises for common industrial purpose, building and other organizations.
8. The editorial policy of the journal is based on the following principles:

• objectivity and impartiality in the selection of articles for publication;
• high demands to the quality of scientific researches;
• observance of reliability, scientific significance and relevance of published works;
• collective nature in decision-making on the publication of articles;
• availability and efficiency in communication with authors;
• strict observance of copyright and editorial ethics;
• strict adherence to the journal release schedule. 

9. Authors (co-authors) are persons who took part in research and creation of the manuscript and are responsible for its content. The author who submitted the manuscript to the editor is responsible for the data presentation about the group of authors as well as for coordination with the co-authors concerning the changes to the manuscript content as the results of its review and editing.

11. The publisher of the journal is FGBU VNIIPO EMERCOM of Russia and it incurs all expenses on production and issue of the journal to the public. Authors are not charged for the publication of articles. Reviewing is not paid. 
12.
