In 2000, the institution of additional professional education "Academy of Standardization, Metrology and Certification" began publishing the journal "Qualification and Quality", the primary task of which was to ensure the educational process.

In 2004, a decision was made to rename and reorient the journal, giving it a higher scientific status. Thus, it received a new name is Competence and the task of quickly entering the List of peer-reviewed scientific publications of the Higher Attestation Commission of Russia, recommended for publishing the main scientific results for the degree of candidate and doctor of science.

– in 2008, at the VIII Moscow International Salon of Innovations and Investments, the journal won a gold medal in the nomination "Press on Innovations";
– in 2010, it was included in the list of the Higher Attestation Commission
The journal became recognizable, formed its own traditions and priorities, its own circle of authors and readers, which was constantly expanding.
In 2019, the journal name was adjusted, associated with the steps taken by the editorial board to enter the journal into SCOPUS. From this year to the present, the name of the journal is Competence (Russia).
The materials of the journal's publications are actively used at conferences, seminars, reports, and discussed by experts at round tables.
