Uncertainty and risks of implementing management decisions in conditions of latency and lobbying

The causes and consequences of the increasing prevalence of latent technologies and lobbying as typical components of modern state and corporate governance are investigated. It is shown that by promptly solving urgent problems of politics and business, latency and lobbying contribute to the formation of new temporarily secretive subsystems with their own elements and connections that can significantly change publicly justified priorities and resource capabilities of decision-making. The types of effects of latency and lobbying on management decisions, including in emergency situations, are considered.
