Aims and Scope
"The Caspian Region: Politics, Economics, Culture" is a journal publishing results of researches in historical, political and philosophical sciences.
The journal accepts the materials on main scientific results of thesis for the Candidate of Sciences and Doctor of Sciences degrees in the following scientific specialties and corresponding branches of science:

All the articles sent for the publication in the scientific journal “The Caspian Region: Politics, Economics, Culture” are subject to mandatory review.
Upon the receipt in the editorial office materials undergo an initial technical check for the compliance with the submission requirements and check in the system “Антиплагиат.ВУЗ” (anti-plagiarism software). The main body of the article (without the reference list) should have not less than 80% of originality. The volume of citations in the article should be no more than 10%. Self-citation is not allowed. The authors' output data, common phrases and clich?s, names of regulatory documents, proper names, etc., can make up to 10% of the citations. Materials that do not meet the journal requirements shall be returned to the author for revision.
In case of the successful initial technical check, the articles are sent for review. The reviewer is appointed by the editor-in-chief from the members of the editorial office (if necessary, it is allowed to involve external experts whose choice is determined by their achievements in a particular scientific field, availability of publications in the relevant field of the research, which proves their ability to determine the scientific value of the work).
The article undergoes "blind" review: the manuscript is sent to the reviewer without indicating name of the author and information about him, and the author has no information about the reviewer.
The reviewer evaluates the relevance of the article to the journal topic; relevance of the article topic to its content; quality of the abstract; relevance of the keywords to the article content; topicality; scientific novelty; coverage of the topic; language, style and logic of the presentation; completeness and quality of the conclusions.
As a result of the article review, the reviewer gives the following conclusions:
- the article is recommended for publication;
- the article required improvement (with the comments);
- the article is recommended to be rejected (indicating the reasons).
If it is necessary to revise the article, it is returned to the author with the text of the review. After the editorial board receives the revised article, it is sent back for reviewing. The date of receipt of the final version of the article is considered to be the date of its receipt by the editorial board.
If the reviewer recommends an article for publication, it is sent for examination to obtain an opinion on the absence of information constituting a state secret, as well as for examination by the Intra-University Export Control Commission (IUECC).
After the editorial board has received expert advice on the possibility of publishing the materials, the articles are included in the current issue, in order of priority.
If the reviewer’s opinion is negative, the article is considered at the meeting of the working group of the editorial board, which decides on the rejection of the manuscript or on the need to obtain an additional review. If the article is rejected, a review is sent to the author with an indication of the reasons. The rejected article is not accepted for reconsideration.
The reviews are kept in the journal’s editorial office for 5 years.
The editorial board undertakes to send copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation upon request.
Open Access Policy
Journal “The Caspian Region: Politics, Economics, Culture” commits to providing open and free access to published materials, thereby enhancing knowledge exchange at a global level.
All publications are available online to all authors and journal readers without any barriers, other than those inseparable from gaining access to the internet itself. Users are permitted to freely read, study, download, print, copy, distribute and reference the full publication text and use it for any legal purpose without prior consent of the publisher or author. The publications may be used at no charge.
All issues of the journal and all articles published in it are freely available in the “Current Issue” and “Archive” sections of our web-site. When copying any such content the users must make a link to the journal and a reference to the author(s) of the specific paper.
All authors of articles published in the journal assign to us a right to upload these open-access materials to our web-site in the Internet, by agreeing to the publication and signing a statement and a copyright license to this effect.
Editorial ethics
Scientific journal The Caspian Region: Politics, Economics, Culture follows the standards of editorial ethics and exerts efforts to prevent its violation.
The editorial staff and reviewers observe copyright law in regard to the submitted materials, including the “right of authorship” and the right of “the work invariability”, legally provided by the Russian Civil Code.
Information on the paper before its publication can only be provided to the author, reviewers, members of the editorial board and staff of “Astrakhan University” publishing house.
Reviewers and editors have no right to use directly or indirectly the materials of the submitted papers before their publication in the journal, as well as to transfer the texts before their publication to an unauthorized person.
The same rules are valid for the rejected papers.
The papers should be estimated entirely by their content and quality of scientific results, notwithstanding the author’s sex, race, sexual orientation, ethnic origin, religion, citizenship, political opinion, age, academic degree (title) or lack of it. The main estimation criteria are enlisted in section “To the authors”.
The authors of the papers must guarantee that the submitted materials are the original works containing no plagiarism, unpublished materials by other authors, information that is unauthorized for publishing by the regulatory documents in force. For this purpose, the authors are to present scanned copies of the certificates, including the authors’ declaration to satisfy all the requirements listed in this passage, and the results of the check on the plagiarism with the help of “anti-plagiarism” system. The certificates must be initialed by the authors.
If the authors used in the paper some material from a previously published work (including their own one) and/or its fragments, the corresponding literature references must be made. The fragments taken from the previously published text must be quoted. As for the unoriginal graphical materials or their fragments, the sources, including those from the Internet, must be stated.
