"Bulletin of Kazan State University Culture and Arts" – is a peer-reviewed scientific journal promoting innovative scientific-theoretical and scientific-applied developments of problems in the field of socio-humanities, information sciences, artistic creativity, theory and history of culture and art, museology and protection of cultural heritage, education, theory and methods of socio-cultural activity, management in the sphere of culture, tourism and recreation, intercultural communications; book science, library science, bibliography, summarizing the results of doctoral and candidate dissertations of domestic and foreign scientists working in these areas and is intended for specialists in these fields: teachers, postgraduates and students of universities.

Manuscripts submitted to the Editorial Board of the journal "Kazan State University of Culture and Arts" undergo the procedure of expertise, reviewing and competitive selection as follows:

- The editorial board accepts highly qualified scientific articles on the theory and history of culture, art history, pedagogy and education, made in full accordance with the requirements for scientific publications, set out in the Regulations on reviewing manuscripts in the scientific journal "Bulletin of Kazan State University of Culture and Arts" and posted on the website in the "For Authors" section.

- The work with manuscripts is regulated by the Regulations on reviewing manuscripts in "Vestnik of Kazan State University of Culture and Arts".

- Materials are registered in the Journal of Articles Registration with the assignment of an individual registration number.

- If the article does not meet the requirements described in the Regulations on reviewing manuscripts in the scientific journal "Vestnik of Kazan State University of Culture and Arts" and the section "For Authors", the authors are offered to improve its design.

- The article is checked for plagiarism.

- The Editorial Board of the Journal conducts expert evaluation of the manuscript by means of anonymous ("blind") reviewing. All articles are sent to reviewers without giving information about the authors (anonymously). The authors do not receive information about the reviewers.

- To ensure the efficiency of the work, the editorial board determines the optimal time for reviewing each article (in any case, not more than 3 months). For the consistency of evaluations, the editorial board provides reviewers with a standard form for reviewing. The review should contain a qualified analysis of the material of the article, an objective, reasoned assessment of it and clearly substantiated recommendations.

- Articles are submitted to reviewers for writing a review. Specialists with recognized authority and publications during the last 3 years in the field of knowledge to which the content of the manuscript belongs are involved in reviewing. The reviewer may be a member of the editorial board supervising the corresponding field/scientific discipline or a leading specialist of another organization.

- The reviewer has three options for dealing with the article:

1. recommend the article for publication in its current form;

2. recommend the article for publication after revision, taking into account the reviewers' comments;

3. to reject the article.

Options 2) and 3) require justification by the reviewer.

- When two (internal and external) positive reviews are received, the article is accepted for publication. With one positive and one negative review, the article is sent for review to a third reviewer. When a third positive review is received, the article is accepted for publication. In the case of two negative reviews, the article is rejected.

- The author of each article is necessarily given the opportunity to read the text of the review, if it contains recommendations to correct and improve the article, or if the article is not recommended for publication. The editorial board sends comments to the author with the proposal to take into account the recommendations in the preparation of a new version of the article or to refute them reasonably. The article revised by the author is again sent for reviewing. In the case of a positive conclusion of the reviewer, the article is prepared for publication in the thematic section.

- All articles that passed the procedure of scientific review and revised by the authors in accordance with the reviewers' comments are sent to the expert linguistic evaluation of the quality of Russian and English. If necessary, editorial revisions are made.

- The final decision on the publication is made at the next meeting of the editorial board based on the results of reviewing and revision of the article.

- The original reviews are stored in the editorial office for five years after the publication of the article. The Editorial Board agrees to send copies of reviews to the Ministry of Education and Science of the Russian Federation when the corresponding request is received by the editorial board. The review can be provided upon request of the expert councils to the Higher Attestation Commission (HAC).
