The Bulletin of the Voronezh State Technical University publishes original works, review articles, essays and discussions on the wide range of research areas in mechanical engineering and metalworking, radio engineering and communications, informatics, computer engineering and control.

The magazine appeals to engineers, scientists, managers of industrial enterprises and research organizations, teachers, graduate and post-graduate students and to technical universities as a whole.

1. Editors will organize reviewing of the given manuscripts.  To the publication are supposed only the manuscripts which text is recommended by independent experts (reviewers).

2. To do a review and examination papers as reviewers and experts may be invited as members of the Editorial Board, and qualified scientists and professionals with profound knowledge and experience in a particular scientific field, as a rule, doctors, professors, and not members of the editorial Board of the Journal. All reviewers must be recognized experts on the subject of peer-reviewed material and have in the last three years, publications on peer-reviewed articles. Reviewer may not be the author or co-author of peer-reviewed work.

3. The editors do not provide information regarding the manuscript (including details of its receipt, content, process review, critical comments of reviewers and the final decision), no one except the authors themselves and reviewers. Reviewers are not allowed to make copies of the manuscripts for their own use and are prohibited to give a part of the manuscript for review by another person without the permission of the publisher. Reviewers, as well as editorial staff are not allowed to use the knowledge about the content of the work before its publication in its own interest. Manuscripts are the private property of the authors and are reportedly not subject to disclosure.

4. Requirements for content review.

4.1. Review should include a qualified analysis of the material of the manuscript, objective and reasoned assessment of his sound advice.

4.2. In a review of special attention should be paid to the coverage the following questions:

- An overview of the scientific level, terminology, structure of the manuscript, the relevance of the topic;

- Assessment of preparedness of the manuscript for publication in the language and style, for compliance with the requirements for the materials of the manuscript;

- Scientific exposition, the correspondence used by the author of methods, techniques, advice and research achievements of modern science and practice;

- The permissibility of the manuscript as a whole and its individual elements (text, tables, illustrations, bibliographic references). The expediency of a premise in the article of tables, an illustrative material and their conformity to a stated theme.

- Place of work under review, among other, already published on a similar theme: what's new in it or how it differs from them, if not duplicate the work of other authors previously published work or of the author (as a whole or in part);

- Author admitted errors and mistakes.

4.3. Reviewer shall make recommendations to the author and editors to improve the manuscript. Reviewer comments and suggestions should be objective and principled, aimed at improving the scientific and technological level of the manuscript.

4.4. In the final part of the review should contain firm conclusions about the manuscript as a whole and a clear recommendation on whether it is published in the journal.

4.5. In the case of a negative assessment of the manuscript reviewer in general to justify their conclusions.

5. Terms of peer review in each case determined by the executive secretary of the editorial board with the creation of conditions for maximum operational publication of the articles (but not more than 2 weeks from the date of receipt of the manuscript to the editor).

6. How to inform the authors about the results of peer review.

6.1. After receiving positive reviews executive secretary of the editorial board will inform the authors about the admission of an article for publication with an indication of the publication. A copy of the review sent to the author.

6.2. When you receive a negative review executive secretary of the editorial board shall send a copy of the author reviews a proposal to finalize the article in accordance with the comments of the reviewer or argued (in part or in full) to refute them.

6.3. Review is confidential; review granted to the author without the signature and indicates the names, titles, employment referee.

7. Editorial send copies of reviews in the Ministry of Education and Science of the Russian Federation for admission to the editor of the corresponding request.

8. Articles finalized (processed) by the author re-sent for review.

9. Decision on whether the publication is accepted after review editor and, if necessary - the editorial board as a whole.

10. Are not allowed to be published:

a) articles not designed properly, which the authors refuse to technical revision of articles;

b) the articles, whose authors did not respond to the reviewer's constructive comments to the realization or denial.

11. Reviews are stored in the version for 5 years.

The magazine is published 4 times a year: March 25; June 25; September 25; December 25.

If the publication date of the journal coincides with a weekend or a holiday, the publication is postponed to the first working day after the weekend.

The print edition of the magazine has 25 copies.

The open Access policy complies with the definition of the Budapest Open Access Initiative (BOAI) and means that articles are publicly available on the Internet, which allows all users to read, download, copy, distribute, print, search or link to the full texts of these articles, scan them for indexing, and transfer them as data for software or use them for any other legitimate purposes without financial, legal, or technical barriers, except those that are inseparable from gaining access to the Internet itself.

The publisher recognizes the authors' right to self-archive their publications after publication in the journal. Self-archiving can be performed by posting the article (or part of it) in an institutional repository and non-commercial thematic repositories (such as a library), or on the authors' personal websites (including social media sites). At the same time, the authors must indicate the original source of the publication and add an active link to the published article on the journal's website or there must be a link in the form of the DOI of the article.

 

Editorial ethics

Editorial ethics of the journal "Bulletin of Voronezh State Technical University" is developed taking into account the Code of Conduct and Best Practices Guidelines for Journal Editors - Committee on Publication Ethics, as well as the Declaration of the Association of Scientific Editors and Publishers "Ethical Principlesof Scientific Publications".

The editorial staff of the journal takes a responsible approach to the task of maintaining scientific reputation, is guided by the principles of scientific content, objectivity, professionalism, impartiality and does everything possible to ensure the quality of scientific publications, while taking care of the author'sposition and copyrights.

In its activity, the editorial staff is responsible for the publication of copyright works, which imposes the necessity of observing the following fundamental principles:

  • The editorial decisions on accepting or refusing to publish an article should be based on the importance of the article, its originality, clarity of presentation, reliability of the information contained in it and its proximity to the subject matter of the journal.
  • The editorial staff is obliged to treat the authors and their works with respect, to communicate with the authors exclusively in a kind, correct tone.
  • The editorial staff should evaluate the intellectual content of the manuscripts, regardless of race, gender, religious beliefs, origin, citizenship, social status or political preferences of the authors.
  • Unpublished data obtained from submitted manuscripts should not be used for personal purposes or transferred to third parties without written consent of the author. Information or ideas obtained during editing and related to possible benefits should be kept confidential and not used for personal gain.
  • The editorial staff is responsible for ensuring that all published articles are reviewed by specialists with the necessary qualifications
  • The editorial staff is required to coordinate with the authors all changes made to avoid copyright infringement.
  • The editorial staff should not allow publication of information, if there is sufficient reason to believe that it is plagiarism.
  • The editorial staff passes the comments of the reviewer to the authors in full, if they do not contain offensive or libelous remarks;
  • Editors should strive to ensure that the peer review in their journal is fair, objective and timely.
  • The editorial staff should not leave unanswered claims regarding the manuscripts or published materials, and should take all necessary measures to restore the violated rights in case of a conflict.
  • The editorial staff should publish corrections, clarifications, retractions and apologies when necessary.
  • The editorial staff is obliged to support initiatives aimed at reducing the number of violations related to research and publication
  • The editorial staff guarantees the access to the publications by storing materials in the leading libraries and repositories of scientific information of the state

The reviewer carries out scientific examination of copyright materials, whereupon his actions should beimpartial and should obey the following principles:

  • The manuscript received for reviewing should be considered a confidential document that cannot be passed on to third parties without authorization from the editorial staff.
  • The reviewer is obliged to give an objective, reasoned appraisal of the results of the research, refraining from hostile, slanderous or humiliating comments.
  • Unpublished data obtained from submitted manuscripts should not be used by the reviewer for personal purposes.
  • Reviewers who do not possess, in their opinion, sufficient qualification for the evaluation of the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or organization, should notify the editor about this, excluding them from the process of reviewing this manuscript.

Principles by which the author of scientific publications should be guided:

  • The authors of the article should provide reliable results of the conducted studies. Knowingly erroneous or falsified statements are unacceptable.
  • Authors should ensure that the results of the study given in the manuscript are completely original. Unoriginal fragments or statements must be arranged with a mandatory reference of the author and the source. Excessive borrowing, as well as plagiarism of any form, including unauthorized quotes, rephrasing or appropriating the rights to the results of other people's research, are unethical and unacceptable. The originality of the text should be at least 85%.
  • It is necessary to recognize the contribution of all persons who somehow influenced the course of the study; in particular, the article should provide references to all the works that were important during the study.
  • Authors should not submit a manuscript that has been sent to another journal and is pending, as wellas an article already published in another journal.
  • All persons who have made a significant contribution to the study should be stated as co-authors of the article. It is inadmissible to indicate as co-authors persons who did not participate in the study.
  • If the author finds significant errors or inaccuracies in the article at the stage of its consideration or after its publication, he should notify the editorial office as soon as possible.

The journal reserves the right to reject any manuscript submitted to the publication that does not comply with the principles listed above.

Согласие на обработку персональных данных с помощью сервиса «Яндекс.Метрика»

1. Я (далее – «Пользователь» или «Субъект персональных данных»), осуществляя использование сайта https://journals.rcsi.science/ (далее – «Сайт»), подтверждая свою полную дееспособность даю согласие на обработку персональных данных с использованием средств автоматизации Оператору - федеральному государственному бюджетному учреждению «Российский центр научной информации» (РЦНИ), далее – «Оператор», расположенному по адресу: 119991, г. Москва, Ленинский просп., д.32А, со следующими условиями.

2. Категории обрабатываемых данных: файлы «cookies» (куки-файлы). Файлы «cookie» – это небольшой текстовый файл, который веб-сервер может хранить в браузере Пользователя. Данные файлы веб-сервер загружает на устройство Пользователя при посещении им Сайта. При каждом следующем посещении Пользователем Сайта «cookie» файлы отправляются на Сайт Оператора. Данные файлы позволяют Сайту распознавать устройство Пользователя. Содержимое такого файла может как относиться, так и не относиться к персональным данным, в зависимости от того, содержит ли такой файл персональные данные или содержит обезличенные технические данные.

3. Цель обработки персональных данных: анализ пользовательской активности с помощью сервиса «Яндекс.Метрика».

4. Категории субъектов персональных данных: все Пользователи Сайта, которые дали согласие на обработку файлов «cookie».

5. Способы обработки: сбор, запись, систематизация, накопление, хранение, уточнение (обновление, изменение), извлечение, использование, передача (доступ, предоставление), блокирование, удаление, уничтожение персональных данных.

6. Срок обработки и хранения: до получения от Субъекта персональных данных требования о прекращении обработки/отзыва согласия.

7. Способ отзыва: заявление об отзыве в письменном виде путём его направления на адрес электронной почты Оператора: info@rcsi.science или путем письменного обращения по юридическому адресу: 119991, г. Москва, Ленинский просп., д.32А

8. Субъект персональных данных вправе запретить своему оборудованию прием этих данных или ограничить прием этих данных. При отказе от получения таких данных или при ограничении приема данных некоторые функции Сайта могут работать некорректно. Субъект персональных данных обязуется сам настроить свое оборудование таким способом, чтобы оно обеспечивало адекватный его желаниям режим работы и уровень защиты данных файлов «cookie», Оператор не предоставляет технологических и правовых консультаций на темы подобного характера.

9. Порядок уничтожения персональных данных при достижении цели их обработки или при наступлении иных законных оснований определяется Оператором в соответствии с законодательством Российской Федерации.

10. Я согласен/согласна квалифицировать в качестве своей простой электронной подписи под настоящим Согласием и под Политикой обработки персональных данных выполнение мною следующего действия на сайте: https://journals.rcsi.science/ нажатие мною на интерфейсе с текстом: «Сайт использует сервис «Яндекс.Метрика» (который использует файлы «cookie») на элемент с текстом «Принять и продолжить».
