The Concept of Russia's Soft Power in Africa: Opportunities, Problems, Prospects

The article examines the prospects for increasing Russia's soft power in Africa and the geopolitical factors that contribute to its growth in the world. The main national resources of domestic influence on the African continent are substantiated and the main obstacles to its spread on the territory of the latter are identified. The political and legal demand for conceptualizing Russia's soft resources in a separate doctrinal document is substantiated, as well as the advisability of forming a corresponding federal structure with the involvement of patriotic business. The promising potential of Russia's soft power and its objective relationship with the strengthening of its sovereign statehood and the geopolitical results of the SVO in Ukraine are revealed.

Marxism — A Weapon of Great Britain in the Fight Against Rival Countries (Part 2)

The author has shown in a number of previous publications that the Russian management system largely reproduces the flaws that were created on the basis of Marxism in the USSR. This hinders the development of competition in political life and in the economic sphere, and slows down social progress. There is a need for a more in- depth study of the development features of the leading Western countries during the formation of capitalism. Having analyzed data on the leading industrial sectors of Great Britain, the author provides evidence that the driving force behind the rapid development of the economy and the growth of the population's standard of living was the scientific and technological revolution. The classics of Marxism, without taking into account its mechanisms and potential, presented an alternative program for achieving social justice through the implementation of a proletarian revolution. English society rejected it. At the same time, the leadership of Great Britain, harshly suppressing the transfer of new industrial technologies outside the country, realizing the destructive nature of the ideology of Marxism, created conditions for its formation and export to rival states.

Particular attention was paid to Russia. For sustainable growth, our country needs to disarm Marxism, to expose the negative in it, which has caused enormous damage to the states that tried to implement it. We need an Ideology that meets modern requirements, and an adequate Strategy for Economic Growth.

In order to discuss the agenda of the BRICS 2024 Summit, the authors of the article analyze the Roadmap for the innovative development of the BRICS. The conducted research aims to familiarize the scientific community and practitioners with the results of work on building an algorithm for joint actions of the BRICS countries in the field of development and widespread introduction of innovations, primarily in the field of information and communication technologies. The authors argue for the correctness of the developed strategy and invite interested parties to participate in the implementation of the BRICS innovation development program, and also try to answer some problematic questions by way of feedback.

The relevance of theoretical understanding of environmental safety issues, according to the authors of the article, is determined by the sharp aggravation of the international situation, which negatively affected both the state of environmental safety and the ability and readiness of the main states and actors to solve them. A significant decrease in the effectiveness of the main negotiating mechanisms — the United Nations, its bodies and associated organizations — has weakened the international legal and institutional system of the world order, as a result of which actions being taken in the field of environmental security significantly lag behind the scale of the growing threats to environmental security. As a result, the contradictions of political and economic development at the national and international levels, which have led to the emergence of many not only positive, but also, above all, negative externalities, require immediate and deep theoretical understanding. A comparative analysis of the use of human IQ indicators abroad and in our country is carried out. The author's proposal on the topic of the article is formulated and justified — the introduction of our IQ analogue to assess a person's mental development after leaving the education system in order to move up the career ladder, first of all, in the country's public administration system.

ANALYSIS OF THE RATING OF FRIENDLINESS OF COMMUNICATION REGIMES OF POST-SOVIET STATES IN 2024

摘要

The article analyzes the results of the annual monitoring of the friendliness of communication regimes in the post-Soviet countries in 2024. Based on it, a study has been prepared highlighting the results of the Rating of Friendliness of communication modes (the first Rating of friendliness was compiled in 2021). The statistical data obtained and the conclusions drawn by the authors of the study illustrate the dynamics of conditions and opportunities for expanding and deepening international relations in the post-Soviet space, as well as current changes in attitudes towards Russia and Russians at the political and social levels. Monitoring has no analogues in terms of methodology, technology, and data analysis. The study is intended to help in understanding the reasons for the misunderstanding of Russian state policy by post- Soviet countries and to make predictions about the solution of existing problems of inter- and intra-country communications.
